Uganda’s energy sector has yielded significant progress over the last five years. The country’s electricity supply industry is undergoing a steady transformation toward universal access, increased renewable energy deployment, and the integration of emerging low-carbon technologies.
Since 2021, GET.transform has partnered with Uganda’s key energy institutions to help translate policy goals into tangible outcomes: bankable projects, functional systems, and growing markets. Working closely with the Electricity Regulatory Authority (ERA), the Ministry of Energy and Mineral Development (MEMD), and a wide network of public and private stakeholders, including utilities and complementary programmes, the team has supported coordinated progress across the sector.
The latest of GET.transform’s Impact Case Studies takes stock of Uganda’s journey which is not defined by one-off reforms, but by a broader evolution of its energy system—one that is learning, adapting, and preparing for the future.
At the outset, Uganda’s energy transition faced structural, regulatory, and market barriers that constrained investment and slowed implementation. In response, GET.transform adopted a systems-oriented approach, focusing on strengthening regulatory frameworks across four key market segments: Independent Power Producers (IPPs), distributed generation, mini-grids, and electric mobility.
By combining regulatory design support, structured stakeholder dialogue, and targeted capacity building, the programme has helped improve coherence across Uganda’s electricity supply industry. This has strengthened planning, procurement, and system integration, while creating a more enabling environment for private sector participation.
The results demonstrate how well-designed technical assistance can unlock broader transformation, extending beyond individual interventions to support a more resilient, investment-ready energy system. This case study reflects on these achievements and highlights how efforts of the respective sector entities are paving the way for the next phase of Uganda’s energy transition.
