Supporting power sector transformation and universal access

The Republic of Congo has significant electricity generation capacity and great potential for renewable energy generation through hydropower and solar. In its National Energy Compact (2025-2030), the country set out to provide reliable electricity at affordable costs, while enabling electricity exports to neighboring countries. The current installed generation capacity is estimated at around 748 MW, dominated by gas-fired thermal plants and hydropower, with peak domestic demand of around 600 MW.

At the same time, structural challenges continue to constrain grid reliability, financial sustainability, and access, currently at 32% and highly uneven between urban and rural areas. To address these issues, Republic of Congo’s government has launched energy sector reforms focused on attracting investment, strengthening institutions, and increasing private sector participation. These efforts target expanded access (81% by 2030), improved system reliability, and long-term financial viability.

GET.transform is grateful to be among Republic of Congo’s chosen partners in advancing a successful power sector transformation. Working with the Ministry of Energy and Hydraulics (MEH), Énergie Électrique du Congo (E2C), the Electricity Sector Regulatory Agency (ARSEL), the National Agency for Rural Electrification (ANER), the Oyo Centre of Excellence (CEO) and other key stakeholders, GET.transform will contribute to advancing effective sector reforms.  The programme will provide technical assistance and capacity building for long-term energy planning, the integration of renewable energy into the grid, regulation for on-grid systems and mini-grids, and market development for clean cooking technologies.
