A debriefing workshop hosted by the Delegation of the European Union in Brazzaville has concluded the GET.transform Energy SystemTransformation Outlook (ESTO) scoping mission to the Republic of Congo.
Across five days, the GET.transform team held a series of in-depth meetings with national authorities, regulatory bodies, utilities, development partners, private sector actors and civil society organisations. These exchanges enabled a comprehensive assessment of the electricity sector’s status, challenges and reform priorities. The final workshop provided an opportunity to discuss preliminary findings, validate key conclusions and agree on priority areas for immediate and future support.
Among the notable speakers, the opening remarks were delivered by Augustin Bondo Tshiani, Head of Cooperation at the EUD; Jean-Gustave Foundou, Representative from the Ministry of Energy and Hydraulics (MEH); and Dr Michael Reuss, German Ambassador for Republic of Congo. Their inputs underscored the importance of coordinated action and sustained reform to unlock the country’s energy potential.
The session included an overview of the GET.transform programme provided by Anja Werntges, Country Window Coordinator for the Republic of Congo, followed by a presentation of the scoping mission’s proposed activities. The range of participants reflected strong engagement from across the sector and reaffirmed commitment to collaborative reform. Key institutions attending the workshop and bilateral consultations included the Central African Power Pool (PEAC), the Agency for Standardization and Quality (ACONOQ), Centre d’Excellence Oyo (CEO) as well as the World Bank, the United Nations Development Programme (UNDP) alongside representatives from NGOs and private enterprises, such as Femmes Energies, Initiative Development (ID), Potamai, TindaCash, and Guilgal SA. The country window will be implemented in partnership with the Energising Development (EnDev) programme.
Priority activities for the new Country Window were identified along five workstreams: long-term energy planning; grid integration of renewable energies; on-grid regulation and market development; off-grid regulation and market development; and access to clean cooking solutions. Stakeholders noted that GET.transform comes at a timely moment to support the operationalisation of ongoing market reform processes through targeted capacity building and technical assistance.
Ene Macharm, GET.transform Head of Global Partnerships, gave concluding remarks on the need for joint ownership and implementation of the Programme. Participants agreed that the successful implementation of these priorities will rely on strong national ownership and sustained collaboration among all partners. With the conclusion of the mission, the foundations have now been laid for structured, high-impact support to advance sustainable energy sector transformation in the Republic of Congo.
