The Independent Regulatory Board (IRB) of the Eastern Africa Power Pool (EAPP) has taken another important step towards strengthening the regulatory foundations of a regional electricity market in Eastern Africa.
Approximately 38 representatives from the IRB, EAPP, national regulatory authorities, and the African Union Commission (AUC) convened for a workshop to review, validate and approve 23 draft regional regulatory reports. The workshop saw technical inputs from Ginger SOFRECO and was delivered through the IRB and EAPP’s partnership with GET.transform which is enabled through the Accelerating the Energy Transition in Africa (ENGAGE) project funded by the German Federal Ministry of Economic Cooperation and Development (BMZ).
The workshop focused on key instruments needed to support cross-border electricity trade and effective regional market governance. Discussions covered draft Guidelines for Effective Regulation of the EAPP, rules and procedures for market monitoring and surveillance, technical rules governing access to national and cross-border electricity networks, and a regional sanctions framework.
Participants reviewed stakeholder comments and engaged in detailed technical discussions, reaching consensus on the proposed regulatory instruments. All 23 draft reports were approved, subject to the incorporation of agreed revisions.
The technical team will now incorporate the agreed revisions before submitting the reports to the IRB for finalisation and adoption. Once adopted, the instruments will provide an important foundation for a transparent, efficient and rules-based regional electricity market across EAPP member states.
