Following the successful stakeholder consultation on the draft Electric Vehicle (EV) Charging Regulation back in March, the Ugandan Ministry of Energy and Mineral Development (MEMD) in partnership with GET.transform, conducted a dissemination workshop in Kampala with around 40 participants from government agencies, private sector and development partners.
The workshop focused on fundamental aspects of EV regulation and offered a platform to enhance awareness of new policy developments in the E-mobility sector such as the Energy Efficiency and Conservation Act. Private e-mobility operators from TotalEnergies, Spiro, Zembo and EV Zone joined the workshop and highlighted the importance of streamlining licensing processes by increasing transparency and limiting bureaucracy. Primary concerns include the license processing timelines, conditions for suspension or revocation, and the importance of a user-friendly application tool for prospective operators.
Participants expressed the need for a robust monitoring mechanism for licensed charging stations, electricity consumption tracking, and reliable data collection to enable informed planning for future electricity demand and grid planning. Crucial aspects of tariff structures, interoperability of charging stations, environmental management, and disposal of EV batteries were covered in detail.
Eng. David Birimumaso, Principal Energy Officer at MEMD, explained that regulation should balance investor certainty with flexibility to support innovation and market growth. He also noted that a clear regulatory framework could encourage investments in the EV charging market segment while ensuring safer operations for the charging stations.
As the workshop was the final stage of the regulation development, the final Electric Vehicle Charging Regulation will be soon published by the MEMD.
The workshop marked a step towards strengthening Uganda’s EV regulatory framework, with discussions focused on addressing the needs of operators and consumers, and ensuring a safe, reliable and sustainable future for the E-mobility sector.
