Collaboration Fosters Enhanced Regional Energy Planning

8th FOREPLEN meeting advances dialogue on sustainable energy transition in Latin America and the Caribbean

On 5-6 June 2025, the 8th Plenary Meeting of the Regional Forum of Energy Planners (FOREPLEN) took place in Rio de Janeiro, Brazil. Coordinated by the United Nation’s Economic Commission for Latin America and the Caribbean (ECLAC) with support from GET.transform, the event was hosted at the offices of the Energy Research Office of Brazil (EPE). More than 50 delegates from 20 Latin American and Caribbean countries attended, alongside international institutions including the International Energy Agency (IEA), the International Renewable Energy Agency (IRENA), the Commission for Regional Energy Integration (CIER), the Inter-American Development Bank (IDB), and the Development Bank of Latin America (CAF). The forum served as a vital platform for dialogue, cooperation, and the construction of a robust, inclusive, and sustainable energy outlook for the region.

This year, the FOREPLEN event was held in parallel with the second meeting of the Regional Council for Energy Planning of the Latin American Energy Organisation (OLADE). This joint gathering contributed to deepening the strategic alliance between ECLAC and OLADE, further bolstered by the support and collaboration of the Brazilian Ministry of Mines and Energy.

GET.transform participated in the event’s organization and moderated the workshop for developing a regional guide for preparing energy transition plans in Latin America and the Caribbean. ECLAC is expected to further develop this guide within the framework of FOREPLEN in collaboration with technical teams of the region’s countries.

The Methodological Study for Resilient Electricity Planning was also presented, which will serve as the basis for the first virtual course on the topic, scheduled for the last quarter of 2025. The organisation equally shared results of a diagnostic survey assessing institutional planning capacities across the region, guiding future technical assistance and capacity building activities that will help promote the region’s sustainable energy transition.
