Peru and Europe Reinforce Energy Cooperation through GET.transform and GET.invest

New action to unlock clean energy investment across Peru and the SINEA region

Peru and European partners have launched a newly expanded action to accelerate investment in clean energy and electrical infrastructure, with a particular focus on strengthening the country’s energy system and advancing regional interconnection.

The launch of “Promoting European Energy Investments in Peru and SINEA” brings together Peru’s Ministry of Energy and Mines (MINEM), GET.transform and GET.invest. The initiative is funded by the European Union and Germany and will run through June 2028 under the EU’s Global Gateway strategy. It is being implemented by GIZ through GET.pro, the European multi-donor platform uniting GET.transform and GET.invest.

GET.transform has been active in Peru since 2021 and will continue supporting MINEM on energy planning and the power system operator COES on integrating renewable energy. GET.invest will support the preparation of projects capable of attracting private investment.

“The energy transition opens up a wide range of opportunities for generation, transmission, and storage projects,” emphasised Peru’s Minister for Energy and Mines, Guillermo Shinno Huamaní. “We want European companies to find Peru a reliable partner with clear rules, a solid institutional framework, and a long-term vision for energy development.”

The event highlighted which conditions private companies see as essential for investment: adequate transmission capacity, supporting infrastructure, predictable regulation and more efficient procedures.

The synergetic support from GET.transform and GET.invest will help to advance bankable frameworks and projects. Particularly GET.transform will also extend its services to the SINEA region, the Andean Electrical Interconnection System that in future shall interconnect the Andean countries of Peru, Bolivia, Chile, Colombia and Ecuador. Efficient regional electricity integration will help to increase resilience, stability and trading opportunities.

As the Director for the Americas of the European External Action Service (EEAS), Pelayo Castro, underscored, “Peru occupies a unique position to advance in Andean electricity integration, which is why today it is possible to think about progressively building a truly regional energy space.”

Talking to the strength of cross-border collaboration and the reinforced Peru-EU ties, Sabine Bloch, German Ambassador to Peru, said: “Together, cooperation goes beyond aid. It becomes investment, innovation, and mutual benefit.”

Katja Kammerer, GIZ ConoSur Resident Director for Argentina, Chile, and Peru, further explained, “The combination of GET.transform and GET.invest aims to bridge two gaps: between a public priority and a procedure that works, and between an opportunity and a project ready to secure financing.”

The action reflects a shared ambition to turn Peru’s renewable energy potential into concrete investments in generation, transmission and storage while building a more reliable, sustainable and interconnected energy system.
