From 4 – 6 May 2026, the Electricity Regulatory Authority (ERA), in partnership with GET.transform, organised a series of capacity-building sessions focused on the strategic and operational aspects of renewable energy auctions. The discussions explored key areas including auction design, bid evaluation methodologies, procurement sequencing, and risk allocation mechanisms, while also addressing the balance between affordability, system reliability, and investor attractiveness.
The trainings form part of Uganda’s broader efforts to modernise its renewable energy sector through the development of a Renewable Energy Auction Framework aimed at creating a more transparent, efficient, and competitive procurement system. The initiative is expected to strengthen investor confidence, enhance sector governance, and support the country’s long-term renewable energy expansion goals.
To ensure sector alignment, ERA on 7 May convened a stakeholder consultation workshop to present the draft framework and gather feedback from key actors across the energy sector. More than 35 participants attended the workshop, representing government institutions, utilities, project developers, environmental agencies, and development partners.
Notable participating institutions included the Ministry of Energy and Mineral Development (MEMD), Uganda Electricity Generation Company Limited (UEGCL), Uganda Electricity Transmission Company Limited (UETCL), and the National Environment Management Authority (NEMA). Development partners such as the African Development Bank (AfDB) and the European Union Delegation (EUD) also took part in the discussions.
The initiative marks a significant milestone in Uganda’s energy transition journey. While the Renewable Energy Feed-in Tariff (REFIT) mechanism successfully attracted investment and expanded renewable energy generation capacity, declining global technology costs have accelerated the shift towards competitive auction-based procurement systems as countries seek more cost-effective energy solutions.
Aligned with Uganda’s Energy Policy 2023, the proposed framework seeks to establish a structured renewable energy procurement model capable of supporting future electricity generation needs while promoting greater transparency, efficiency, and market confidence.
