A Strategic Window for Energy Reform in Honduras

Honduras meets with European partners to discuss pathways for reform, investment, and regional integration

Last week, a high-level meeting between Honduras’ Electric Power Regulatory Comission (CREE), National Electric Power Company (ENEE), the Ministry of Energy (SEN), the European Union, the European Investment Bank (EIB), and GET.transform has highlighted a pivotal moment for the transformation of Honduras’ electricity sector. Hosted by CREE under the framework of the joint mission between the EU and EIB, the meeting focused on regulatory frameworks for transmission financing, integration with the Regional Electricity Market (MER), and the advancement of renewables and energy storage.

Honduras aims to enhance the performance and resilience of its electricity system by updating its transmission infrastructure. The country is getting into gear for reform and exploring options of leveraging international financing to unlock long-term investments.

A key theme emerging from the meeting is the anticipated re-liberalisation of the electricity market, with greater participation from private actors. This shift could create a more competitive and efficient sector, provided that robust regulatory frameworks are put in place. In this context, European financing, particularly from the EIB, was identified as a potential catalyst for structural transformation.

GET.transform is well positioned to support this transition. As a neutral technical partner, it can play a critical role in facilitating dialogue among key institutions, aligning international support, and contributing to the design and implementation of reforms. This position is particularly relevant in priority areas such as transmission regulation, market modernisation, regional integration, and emerging technologies like energy storage and microgrids.

Looking ahead, next steps include establishing a structured technical dialogue with CREE, strengthening coordination with EU and EIB partners, and developing a detailed concept for the engagement. Over the medium to long term, targeted technical assistance and support for structural reforms could significantly accelerate Honduras’ energy transition.
