Energy planning lies at the heart of the Latin America and the Caribbean region’s transition towards a cleaner and more resilient energy future. The United Nations Economic Commission for Latin America and the Caribbean (ECLAC) is committed to the continuous improvement of energy planning in support of a just and inclusive transition across the region. Within the framework of the Regional Forum of Energy Planners (FOREPLEN) and with the support of GET.transform, ECLAC presents this methodological guide to help countries develop and publish national energy transition plans tailored to their specific contexts.
The guide takes a comprehensive approach that goes well beyond technical considerations, integrating economic, political, institutional, social, and environmental dimensions into a coherent framework. It also underscores the importance of transparent communication and how countries articulate the ambition, actions, and governance that directly shapes their credibility, access to climate finance, and standing in the global energy conversation.
Developed through a participatory process involving countries across the region, international organisations, and cooperation agencies under the Regional Group of Experts on Energy Transition and the FOREPLEN program, the guide draws on the latest global experiences in long-term energy planning for the energy transition. Its ultimate aim is to support policymakers and planners in building more productive, inclusive, resilient, and sustainable energy systems across Latin America and the Caribbean.
