COP30: Mozambique’s Energy Plan Becomes Model for CPLP Regional Cooperation

A significant cross-border climate effort was displayed at COP30 on 14 November 2025, when the Community of Portuguese Speaking Countries (CPLP) Thematic Commission on Energy and Climate presented its 2030 Cooperation Roadmap on Energy and Climate in CPLP countries.

During the event in Belém do Pará, Brazil, GET.transform was announced as one of the key strategic roadmap partners, alongside the Africa Climate and Energy Nexus (AfCEN), Enabel, and the UNDP. Together, they will support the implementation of the Roadmap’s four strategic pillars: Energy Planning; Capacity Building and Leadership; Financing Mobilisation and the Acceleration of Energy Transitions.

The Roadmap had been firstly launched in Mozambique during the October CPLP Energy and Climate Week. The new partnership directly reinforces ongoing efforts, including the joint capacity development initiative on Long-Term Energy Planning (LTEP) in Mozambique with partners such as ALER, Enabel, Norway, World Meteorological Organization (WMO), UNDP.

This initiative, facilitated by the GIZ-implemented programmes: GET.transform and Support to Climate Policy and Energy Transition (PCTE), aims to strengthen the integration of climate science and data into national energy policy and planning to accelerate the energy transition.

During the high level event at COP30, lusophone officials from Portugal, Angola and Sao Tome and Principe made decisive calls lauding the Roadmap as proof of collective strength, urging to move from conception towards concrete results by leveraging the roadmap as a living instrument to use networked technical expertise for shared solutions.

With a view to successful energy transitions and increased electrification rates, this joining of forces at roadmap level offers new opportunities to access best practices, mobilise finance, and accelerate priority projects.
