Namibiaβs Electricity Supply Industry (ESI) is set for significant reform following the completion of the final national stakeholder workshop to review and strengthen the Performance Management Framework (PMF). The session, held in October 2025, was hosted by the Electricity Control Board (ECB) in collaboration with the EU-GET.transform Country Window Namibia.
The primary objective of the workshop was to confirm that the revised PMF is technically sound, practical to implement, and aligned with Namibiaβs long-term energy objectives; namely, to enhance energy access, affordability, efficiency, and sustainability.
The updated PMF is intended to serve not only as a reporting tool but also as a strategic mechanism to support performance improvement, accountability, and data-driven decision-making across the electricity sector.
The review process included a diagnostic assessment of the 2017 PMF to identify existing gaps, overlaps, and areas for improvement. Extensive consultations were held with key industry stakeholders, including NamPower, the Erongo Regional Electricity Distributor Company (Erongo RED), the City of Windhoek (CoW), and CENORED.
A total of 42 delegates from these and other organisations participated in the final review session, where consensus was reached on the next steps for the frameworkβs full implementation across the industry.
One of the key outcomes of the revision is the shift from an indicator-based system to an incentive-based regulatory approach. The updated PMF introduces clear and measurable performance indicators across four core areas: financial sustainability, supply reliability, customer satisfaction, and regulatory compliance. This approach is designed to promote data-driven regulation and continuous improvement throughout the sector.
The next phase will focus on targeted training sessions to support electricity companies in understanding and effectively applying the new framework.
