Uganda Advances E-Mobility with Awareness Training

Uganda has taken a significant step in transforming its transport sector with a successful completion of a stakeholder workshop and awareness training focused on Electric Vehicle (EV) charging infrastructure. The Ministry of Energy and Mineral Development (MEMD) partnered with GET.transform on this workshop aimed at developing a common understanding of EV charging among stakeholders and initiating the development of a regulatory framework for EV charging in Uganda.

The two-day workshop convened 50 key stakeholders from institutions like the Ministry of Works and Transport, Kampala Capital City Authority, Uganda National Bureau of Standards, Ministry of Science, Technology, and Innovation, Ministry of Finance, Planning and Economic Development, and the Electricity Regulatory Authority.

Over the two days, the participants were introduced to the fundamentals of EV charging, explored international best practices, and discussed the regulatory needs specific to Uganda’s growing e-mobility landscape throughout the sessions. In addition, the workshop provided a platform to identify the challenges and opportunities associated with EV charging, while encouraging collaboration among stakeholders to promote a unified approach to policy and infrastructure development.

Uganda’s energy policy already reflects the country’s commitment to sustainable transport. The policy advocates for the development of a legal framework and infrastructure to support e-mobility, the enforcement of energy efficiency standards in the transport sector, and the promotion of clean mobility solutions. The recently approved Energy Efficiency and Conservation Bill 2024 lays the foundation to develop guidelines for licensing and regulation of EV charging stations. These encompass issues of pricing, payment, billing, interoperability and third-party data sharing, ensuring a transparent and accessible charging ecosystem. This energy policy and the completed workshop demonstrate Uganda’s commitment to creating foundations for a cleaner and more efficient transport system.
